The first step that a person that would use explosive would take would be to determine how big an explosive device would be needed to do whatever had to be done. Then, he would have to decide what to make his bomb with. He would also have to decide on how he wanted to detonate the device, and determine where the best placement for it would be. Then, it would be necessary to see if the device could be put where he wanted it without it being discovered or moved. Finally, he would actually have to sit down and build his explosive device.
